Elections
The Town Clerk's office provides forms for Voter Registration, Absentee Ballots, and change of party affiliation.

Poll workers needed

Deadlines:
Party Affiliation Change: at least 50 days prior to Primary Election date.

Voter Registration: at least 21 days prior to Primary Election date. A person 17 years of age can register to vote if he will be 18 by the time of the next General Election in November; Absentee ballot: Must be received by County Clerk not less than 7 days prior to Election, by mail, or by 3 p.m., in person, the day before the Election. The Clerk’s office holds a night time voter registration on the 21st day prior to the election until 9 p.m.

Only the person applying for the absentee ballot can pick up the application. In case of illness, a messenger can obtain an absentee ballot from the County Clerk’s office upon presentation of a request signed by the voter. Once a person applies for the absentee ballot, they cannot vote in person at the polls. The County Clerk’s address is: Hall of Records, Room 247, P.O. Box 690, Newark, NJ 07101. Garage Sales
No permit is required. The only requirement is that the person must not put signs up anywhere. The homeowner is permitted to place a sign in front of his or her own home only.

Licenses for Raffles
Any nonprofit organization may apply for a raffle license for any event that is being held in the Township of Livingston. The applicant must have a current bi-annual registration ID from the State in order to apply for a license. See link.

Liquor Licenses
All liquor licenses are accounted for at the moment. Licenses must be renewed yearly by the license holder. The term is from 7/1 - 6/30. We also have other types of liquor licenses available from the State. For information about liquor licenses, please call Town Hall at 973 992-5000 and ask for Grace Russo.

Notary Public and Passports
The Essex County Clerk’s office comes to Livingston once a month, usually the third Monday of the month, which is subject to change at times, to process passport applications. It takes up to 6 weeks to actually receive the passport. We can fax fee information to you regarding passports along with information re: children’s passports, who is required to be there, fees, requirements, etc.

A Notary Public can be sworn in by the Essex County Clerk’s office. A $15.00 fee is charged. Notary Services are available through the Clerk's office for a fee of $2/page. You need to show identification.

Outreach: Congressman Pascrell
A representative from Congressman Bill Pascrell's office comes to the Town Hall on the third Monday of every month from 7:30 pm - 8:15 pm to answer questions and concerns of residents.

Peddlers, Distributors and Canvassers

Peddlers, distributor and canvassers are all required to acquire a license from the Township (see Application for Licensing).

Anyone applying for a license must get their fingerprints taken at our Police Dept (see Fingerprinting Procedures). Applicant can schedule an appointment by calling 973-992-3000 x 2304. Applicant needs to bring a money order in the amount of $30.00 to NJ State Bureau of Investigation. The fingerprints take approximately 6 weeks to return from the State.

Applicants are not to peddle, distribute or canvass until they acquire their license from the Clerk’s office. If they do, they will be issued a summons by the Police and will be charged a fine. There is a fee for each type of license, which varies.

OPRA Request/Public Records
Any person interested in obtaining public information may do so by filling out the OPRA form at the Town Clerk's office. A response will be made to the applicant within 7 days of the request. Fees for copies are .75 for first 10 pages, .50 for the next 10 pages, and .25 for 20 or more pages, pursuant to N.J.S.A. 47.

Taxi/Limousine Service
See Peddlers, above. Must be fingerprinted and licensed through the Township; call for appointment. Applicants are also required to file their Certificate of Liability Insurance, which is kept on file in the Town Clerk's office.
