Environmental
Educational Brochure - What you do in
your own yard has an impact on the environment -
lets make that a positive impact! In 1999 the
LEC created this brochure, which was sent to all
the residences and businesses in Livingston. The
brochure was designed to help residents make knowledgeable
choices about the products they buy, and the methods
they can use to beautify their home, so we all can
enjoy a safer, cleaner environment. It covers topics
such as stormwater runoff, composting and lawn care
without toxic chemicals.

Environmental
Resource Inventory (ERI) The LEC
obtained a grant from the New Jersey Department
of Environmental Protection (NJDEP)
Environmental Services Program to prepare GIS
maps for an Environmental Resource Inventory for
the Township of Livingston. An ERI is a written
document that describes the important
environmental and natural resources in the
Township. A consultant will be hired to present
various environmental features in GIS format as
separate overlays in the initial mapping phase.
Specific features to be mapped include at a
minimum: Topography and Steep Slopes, Wetlands,
Stream Corridors, Flood Plains, Geology, Soils,
Threatened and Endangered Species Habitat,
Stream Water Quality Classification, Mature
Forest Cover and Open Spaces. The LEC believes
that the information mapped during Phase 1 will
be of great benefit to the Township Council,
Planning officials, Engineers, the Department of
Public Works and Open Space Trust Fund
Committee, as well as to students and other
interested citizens. The Planning Board, Zoning
Board of Adjustment and LEC also will use the
ERI as a guide during the site plan review
process.
Surface
Water Testing The LEC obtained a grant from
the New Jersey Department of Environmental Protection (NJDEP)
Environmental Services Program to test, analyze and protect
the quality of the surface water in the Township of Livingston.
The first phase of this project will focus initially on
the surface water of the Canoe Brook, which has numerous
streams and brooks that contribute to its flow as it passes
through neighboring towns, in the direction of the Passaic
River. The goals and objectives of this project are to monitor
Canoe Brook and identify any sources of pollution, to build
a database regarding the quality of Canoe Brook and its
numerous tributaries, and to observe whether any adjoining
activities adversely impact the quality of water in the
streams in the Township of Livingston. Another objective
is to remedy any pollutions sources, if any exist. Field-testing
will commence during the low flow period of Canoe Brook;
thereafter the stream samples will be analyzed and a written
report of the sampling results and recommendations for future
testing will be prepared. This written report will be made
available to the public at the Ruth L. Rockwood Library
and on this website. It will be submitted to the Township
Council, Water Department, Planning Board and neighboring
towns.
Open
Space In November of 2002 Livingston
voters overwhelmingly supported a ballot question supporting
the establishment of an Open Space Trust Fund to acquire
land for the purposes of open space, recreation, and historic
land preservation. The LEC published the Livingston Open
Space Inventory in December of 2002, with the aid of a grant
from the New Jersey Department of Environmental Protection
Environmental Services Program. In January of 2003, the
Township Council adopted an ordinance establishing the Open
Space Committee and Open Space Trust Fund. This fund began
collecting three cents per $100 of assessed value in January
of 2003, and will generate an estimated $272,000 per year
for open space preservation. The Livingston
Open Space and Recreation Plan was compiled by the Morris
Land Conservancy and the LEC in February of 2003 and was
adopted as the Conservation, Recreation and Historic Element
of the current Master Plan by the Planning Board in May
of 2003.

of New Jersey Environmental Commissions
