November 2005 New Leaf Collection Procedures As a result of the requirements of the new NJ Department of Environmental Stormwater Management Rules, Livingston Township has changed the procedures for the annual leaf collection program. The West Oakwood Avenue bridge over Canoe Brook re-opened on April 22 after being closed for five months. Rebuilt by Essex County, the new bridge has a 40-fot wide roadway and 10 foot wide sidewalks on both sides of the road.
