FUNCTIONS OF THE PUBLIC WORKS DEPARTMENT
There are three divisions within the Public Works Department:
- Division of Engineering and Administration
- Division of Construction and Maintenance
- Water Pollution Control Facility
Division of Engineering and Administration
The Division of Engineering and Administration performs the following
major functions:
- Prepares plans and specifications for public works improvements including
road reconstruction, storm drainage, building repairs, recreation facility
construction, sanitary sewers and water supply and distribution facilities,
undertaken by the Township, either by Township forces or by contract.
The Engineering Division supervises and inspects all work done.
- Provides and maintains maps, plans, specifications, surveys and operating
records with respect to public property, works and facilities owned
or operated by the Township.
- Serves as the Planning Board Engineer. Inspects and approves the
installation of improvements required as a condition of approval for
real estate developments and site plans.
- Provides engineering advice for other departments as required.
- Provides direction and supervision for the division of Construction
and Maintenance.
- Administers the Livingston Flood Hazard Control Ordinance.
- Administers the Stormwater Management Regulations and Program.
- Provides engineering review for retaining wall building permit applications submitted
to the Building Department.
Division of Construction and Maintenance
The primary function of the Division of Construction and Maintenance
is to maintain municipal roads, curbs, storm drains and shade trees.
Some functions performed by the Division of Construction and Maintenance
are as follows:
- Responds to work orders generated as the result of citizen service
requests.
- Conducts the metal recycling collection.
- Collects and disposes of approximately 38,000 cubic yards of leaves
every fall.
- Conducts a street sweeping program from April through October.
- Conducts a curb repair program from the Spring through the Summer.
- Conducts a road and pothole repair program year round.
- Conducts a catch basin cleaning program. There are over 3,100 catch
basins and each is inspected and cleaned (if necessary) at least once
a year.
- The Division conducts a tree trimming, removal and planting program
year round.
- All Township roads and school parking lots are plowed by the division.
The division also cleans snow from public owned sidewalks and municipal
facilities.
- The Division provides maintenance of street signs.
- Assists other Township Departments as needed.
- Maintains parks and athletic fields.
Water Pollution Control Facility
The Township Water Pollution Control Facility is responsible for the
treatment of almost all sewage generated by the Township. The WPCF is
a tertiary treatment plant which generates effluent of a very high quality
which helps to safeguard the environment. Treated sewage commonly
has over 98 percent of its suspended solids and over 99 percent of its
5 Day BOD removed before it is discharged into the Passaic River. This
discharge is of a much higher quality than the river water.
